- Rename LICENSES.md to NOTICE file to follow standard naming conventions
- Remove sniffio, mdurl dependencies from runtime section (moved to dev)
- Update development dependency versions:
- Update license categories summary to reflect dependency changes
- Update last modified date to 2025-12-22
- Update pyproject.toml to reference NOTICE instead of LICENSES.md
