Remove EXTRA_COMPRESSED_TIFF_OPTIONS from stitching burst of similarity as it uses nbits 16 which is not necessary for this product and use the resampling algorithm of nearest to avoid large numbers out of the range of float16.
Modify github actions and revise library versions to avoid errors
