- Simplify merging of manifests
- Update dibber
- Add manifest files to .gitignore (quite nice if you build locally)
- Use full version numbers of locked GitHub actions

Also updated the version numbers to full ones for GH actions and added the manifest files to the .gitignore so they don't accidentally end up being added if you build the images locally.
