CloudWatch alarms for a CloudFront distribution have to be created in the same region as the distribution. Since CF distributions have to be created in us-east-1 we have to create the alarm in us-east-1 too. But CloudFormation will not let you directly create a resource in a different region. So we have to special-case a cloudfront alarm and create it with a custom resource which makes it's on api call.
