Implement per-tenant cookie isolation for authentication

Implements tenant-scoped authentication cookies to avoid session collisions across tenants.

• Adds per-tenant config for CookieAuthenticationOptions to set options.Cookie.Name = "{baseName}.{tenantIdentifier}"
• Removes static options.Cookie.Name from ConfigureApplicationCookie while keeping existing cookie settings and paths
• Continues using WithPerTenantAuthentication() for multi-tenant isolation
