[major] Add license terms in mas upgrade

Description

• Add license terms prompt in mas upgrade
  • Shows the license terms of the the next channel to upgrade to
• --accept-license is now needed when --no-confirm is used
• Add upgrade_paths from ansible-devops collection
  • Fails if there is no upgrade path for selected mas instance
• Add step to install local version of python-devops in .github/workflows/build-cli.yml when tar.gz is available
• Dynamically generate catalogTable from chosen catalog

Testing

• Ran mas upgrade against my fyre cluster

• Tried to upgrade 9.1.x-feature but there is no upgrade path and hence it errors out
