Description
This PR brings a simple diffusion load balancing for MPI.
It is a simplified and debugged version of the Loic Strafella work.
Related issue
This PR brings Load balancing to manage unbalanced workload.
For linear-convection and burgers, the balanced mesh leads to excessive corner refinement resulting in an erroneous solution field.
How has this been tested?
It works on advection-2d
It does not work for linear-convection and burgers.
