The CNB supports only heroku-24+ while the classic supports heroku-22+. Decreasing the default bundler version on the CNB allows us to align both buildpacks to the same bundler version.

Note that this will only take effect if the default bundler version that ships with Ruby is less than the default version we supply.

I think it's worth the changelog entries also saying what the version was changed from - particularly in this case since it's a downgrade.

Also, the points in https://github.com/heroku/heroku-buildpack-ruby/pull/1706/changes#r2745764862 apply here too (need an explanation why we're downgrading not upgrading classic etc)
