We currently support Bazel 7 (the last two major versions) and protobuf-java 3.x. I believe Bazel 8 forces an upgrade to protobuf-java 4.x, so this will be possible once we drop Bazel 7. But we would have to drop Bazel 7 first, and that won't happen until the Bazel 9 release.
