Add Tunix CLI setup instructions to g3docs.
This change adds documentation on overview of CLI, how to set up a Cloud VM environment for running Tunix, including creating a virtual environment and installing dependencies for TPU or other accelerators. It also includes a placeholder for running example CLI scripts.
