Introduce a MODULE.bazel file to enable native support for bzlmod. Update BUILD.bazel to allow the tests to run on macOS as well. Some test cases in Bazel are modified (still enabled in SPM and CocoaPods) due to issues with objc_library and module imports.

This PR adds a
MODULE.bazelfile at the root of the project, which is required for Bazel Modules.It also updates
BUILD.bazelfor compatibility with the latest Bazel version (8.2.1 at the time of writing).Additionally, existing GitHub Actions workflow is updated to test the Bazel build.
