Add restriction on Draft release

Why:

The documentation does not support the behavior of the rest API call.

I am relatively certain that this is not the correct source, but the linkage to update the documentation on the page sent me to a stub page, without the requested content.

I've include the Issue number below, and the result of the documentation ... but assume this will be rejected with the correct fix.
