Summary

Add qtutilities which is needed for syncthingtray #7361

Test Plan

Haven't been able to test this since it's also needed for syncthingtray. I'll hopefully be able to test this when packaging the aforementioned package.

Not entirely sure about

clang      : true
optimize   :
    - speed
    - thin-lto

I was instructed to add it to a previous QT package and have done so again here. Should I also be adding this to #7648 as well despite it not having any QT dependencies since I get a warning when building this package relating to cpp-utilities (which it pulls in as a dependency) and "clang".
