The contents of Dark/ and Light/ should be put in ${installdir}/usr/share/icons/Zafiro and ${installdir]/usr/share/icons/Zafiro-Dark.

adds in version 1.3 of Zafiro-icons (#123)
Summary
Adds version 1.3 Zafiro-Icons to the repo,
which is Minimalist icons set created with the flat-desing technique, utilizing washed out colors and always accompanied by white. The priority is simplicity and it looks elegant across desktop environments.
Test Plan
package was built then installed on the budgie desktop of solus against the unstable branch.
