Pull request overview
This PR resets the release notes file to its template state, which is part of the documented release workflow (step 6 in CONTRIBUTING.md). After a release is published, the RELEASE_NOTES.md file is cleared and replaced with the template from .github/RELEASE_NOTES.template.md to prepare for the next release cycle.
- Replaces the previous release notes content (dependency updates) with the standard template structure
- Adds placeholder sections for Summary, Upgrading, New Features, and Bug Fixes with HTML comment guidance
