Purpose

• Set fixed version

Approach

• Set a fixed older version of mod-login-keycloak in every profile because the newer versions are very unreliable or are not backwards compatible with the existing authentication flow

This does not address the sporadic issue of lost system user or sidecar secrets post-entitlement, which is only exacerbated by the newer versions of mod-login-keycloak

• Add explicit disable-system-user: true to each system user-based module in every profile for clarity
