This PR resolves #41

  • Userland based on Termux, non-root equivalent being worked on by @lime_bird on the Discord
  • Panda builds and flashes successfully
  • boardd compiler directives added for RetrOS support
  • json11 added
  • acados updated and added support for aarch64
  • SConstruct, SConscript, and setup.py can detect RetrOS and install appropriately
