Update extension for VS 2026 and .NET Framework 4.8 compatibility

Extends Visual Studio version support from 2017-2019 to 2017-2026 and upgrades to .NET Framework 4.8 with VS 2022 SDK packages.

• Prerequisites: MSBuild version range extended to 19.0

• Target framework: v4.7.2 → v4.8 (all 4 projects)
• VS SDK packages: 16.x → 17.11.x (VS 2022 SDK)
• Assembly binding redirects: 16.0 → 17.0
• Package dependencies updated: Newtonsoft.Json 13.0.3, StreamJsonRpc 2.19.27, etc.

Code updates

• Added VS 2022 (17.0) and VS 2025/2026 (18.0) to VisualStudioPluginHelper version mapping
• Copyright year range: "© 2019" → "© 2019-2026"

All three manifest variants (main, debug, release) updated consistently.
