Update multiple out-of-date dependencies, including replacing the deprecated
github.com/golang/protobufwithgoogle.golang.org/protobufUpdate
github.com/farsightsec/sielinkversion to avoid indirect dependency on deprecated protobuf version, and address client API change in tests.
