It's annoying to fix lint while importing code to internal. We can use the same linter(ufmt) in OSS, following what pytorch does: https://github.com/pytorch/pytorch/wiki/lintrunner
Test plan:

$ pip install lintrunner
$ lintrunner init
$ lintrunner
