This PR fixes a blocking that happens when running the indexer on a fresh start.

backfill, on a fresh start, the process was being stopped by a wrongly definedStopStrategywhich is now updated to only consider theOnFinishwhich happens when running benchmarks.src/sync/backfill.rs
