feat: model update 2024

A major update of the Île-de-France model in 2024:

• A reproducibly estimated choice model from EGT 2010
• Calibrated traffic in free flow conditions ("crossing penalty")
• Calibrated transit routing weights (bus vs. subway ...)
• Including motorbikes as a mode alternative
• Including car/motorbike passengers as a separate choosable mode
• Including parking cost
• Check compatibility with policies
