Forced Spring update.
Forced attempt to migrate to freemarker to get past Spring velocity end of life.
Abandoned branched; current approach to this problem is to back port Velocity views.
Main is currently on the latest Spring so another attempt at gradle (because our other Kotlin apps use gradle) and then Kotlin may be worth it.
