This PR adds Margo current spec support to maestro CLI. This allows us to take a Margo application spec, convert to Symphony artifacts (solution container, solution and instance) and submit to Symphony.
There's no change to Symphony API. All changes are encapsulated in the maestro CLI tool, so it's low risk to merge this before public preview.
