更新命令行库和适配变更
修复龙芯构建。原因是命令行库，在 Linux 上被传入
-p /root/build/xxx时，会将/root按照/命令参数的方式解析，从而导致取不到参数命令行库的修复：dotnet-campus/DotNetCampus.CommandLine#56
