Added a prefix patch for SGBarracksAdvancementPanel::SetPips() to lock skills if they are reduced by fatigue and/or injuries. This is mostly a cosmetic change as Abilifier (or maybe another mod) already prevents the the pips from increasing (i.e. clicking does nothing). But this ensure the user can't accidently improperly increase skills.
I also fixed the type mismatch in mod.json settings that I previously reported in Issues.
