Тут что не так с пояснением:
".. таргет элемент будет отображаться до тех пор, пока сам частично или полностью остается видимым."
Если элемент видим, то он отображается и если он отображается, то видим.
Возможно, стоит описать поведение таргет-элемента в зависимости от видимости анкор-элемента
