This drops the soon-to-be end of life PHP 8.1 images. It'll be officially end of life on 31 December 2025. This PR is the warning that all images under the
wordpress:*-php8.1tags will no longer be updated after that point. Some images are already not updated since we only publish images for the latest release version of WordPress (and if there is a newer pre-release).This is the other part of #990
