Tesseract 5.5.0
We already pre-check for FileInUse, so if we end up with an exception anyway we shouldn't make any assumptions as to the actual cause. #531

With vcpkg-based Tesseract these are unnecessary
This should generally be harmless, and in some cases may be necessary when different mixes of options are set (or in case of driver bugs).
