Feat: Add new workflow to run tests on label #25

This commit introduces a new GitHub Actions workflow that allows maintainers to run tests on pull requests from external contributors by adding the `run-tests` label. This is a security measure to prevent running tests with secrets on untrusted code. The workflow is triggered on the `pull_request_target` event and only runs if the `run-tests` label is added.
