This functions...however, right now the frontend is using logic to scan through all specials and sorting the ones that are currently active to the top. This PR would lessen that experience as the logic would just scan through the first 10 places the response data brings back.
WIP: Get the api to pull currently active/timely specials to give to the front end, then pagination could be put in place.
