Make it possible to call #term_payload without doing the add or update in the same call.
Toward flexibly sending more term data for existing term records
If we don't, running bin/console throws an error
This includes added supporting field values to terms, and changing the displayName value
This will support validation of opt_fields, since updates allow "displayName" but adds do not.
