Move observer to state and pass via context. Probes now subscribe in useEffect instead of ref callbacks to prevent re-observing elements on each render since ref callbacks were new functions each time. REDMINE-20481
Prevent triggering the callback when link preview tooltips are displayed. REDMINE-20481
