This PR fixes the build issue where TensorFlow 2 installation fails on ARM64 architecture due to
pyyamlfailing to build withcython>=3.0.0.The fix involves explicitly installing
cython<3.0.0andpyyaml==5.4.1with--no-build-isolationbefore installing TensorFlow. This workaround is necessary becausepyyaml5.4.1 (which is often pulled in by older TensorFlow versions or their dependencies) is incompatible with Cython 3.The changes are applied to all container files that install TensorFlow:
