The scopes changed to namespace isolated network between Thread and WiFi.
Special notes for reviewers:
This is a beta definition. I added to the models but not the examples yet until a vendor implements. Charter has pushed out this activity to 2026 likely.
Adds two config modes that can be used: structured JSON object or encoded operational dataset (TLV encoded).
