I believe the preferred term to use is API Provider, throughout CAMARA, in place of where we had Network Operator.

What this PR does / why we need it:
This PR adds CAMARA-compliant user story documentation for the Network Access Management (NAM) API, following the official CAMARA Commonalities Userstory-template.
It provides two detailed user stories:
This is needed to fulfill the CAMARA API readiness requirements, which mandate at least two user stories demonstrating how the API supports real-world service lifecycle scenarios.
