UI/UX: Add Quick Navigation to Terms of Service Page

Summary

This PR adds a quick navigation panel to the Terms of Service page, making it easier for users to jump between sections without excessive scrolling.

Changes

  • Added a responsive quick navigation panel with icons
  • Linked navigation buttons to all 11 sections using section IDs
  • Enabled smooth scrolling to each section
  • Preserved all existing content and styling

Result

  • Improved readability and navigation
  • No changes to the Terms content
  • Fully responsive and aligned with existing design

I verified that ui/terms-quick-navigation has all the latest changes merged in.
The branch is up to date with main.

Please sync the ui/terms-quick-navigation branch with browseping/main. This will allow us to see the preview in the deployment.

Looks good overall, but I've noticed an issue in the preview. When clicking a navigation link, it takes you to the correct section, but the top heading is obscured by the navbar. Ideally, after clicking a quick navigation link, the user should be taken directly to the section with the full heading visible at the top. Could you take a quick look and confirm? If it's resolved, we can move forward with the merge.
