TownyShout - A simple addon for Towny

Allow nations to /n shout a message; broadcast a global message to all online players

Defaults:

Maximum characters a message can be; maxNatShoutChars: 128
Cooldown in seconds a nation must wait before shouting again NatShoutCooldownSeconds: 21600
Cost withdrawn from nation bank for each shout NatShoutPrice: 128
