Version 2.xof this package is version 1 with the addition of providers that are compatible with `github.com/bazel-contrib/supply-chain`. This provides a slow migration path where you can use supply-chain tools to reason about your project, while still incorporating modules using rules_license.

github.com/bazel-contrib/supply-chain. This provides a slow migration path where you can use supply-chain tools to reason about your project, while still incorporating modules using rules_license.Doc building will not work until supply-chain 0.0.6 is released.
At that point we can update the MODULE reference and remove the local_override
NOTE: This will remain a draft for now. We have decided to provide this within the supply-chain project.
