Model and api changelog entries look good! Just one small nit I noticed in the docs changelog entries.

Add per-version .changes JSON files and update CHANGELOG.md to capture historical release notes for prior versions.

Summary
This PR syncs our bedrock-runtime.json model with the latest version and adds the following API changelog entries:
Additionally, this PR backfills changelog entries for #48 in each service package.
Lastly, I backfilled changelog entries for aws-sdk-python v0.0.1 through v0.3.0.
