This PR marks ACP-99 as
Activated. Now that icm-contracts v2 clearly comply with this ACP, we should transition it to the latest stage of adoption. That being said, maybe introducing another status for the "Best Practices" track would be more appropriate, since there is no "activation" per se. Something likeImplemented+ a link to the implementation could make more sense.
