Optionally manage db.properties with Augeas with new parameter use_temp_db_secrets
Managing db.properties with Augeas allows db_password to be set, encrypted by Artifactory and then left alone by puppet. Additionally allows user to set db/storage options that make become available/necessary with newer version of Artifactory, without Puppet removing unmanaged settings.
