Restore site functionality - Serve External resources

This PR removes the reliance on CDN's to provide the external resources that the website uses.

• bootstrap was downloaded from https://bootswatch.com/3/. The cosmo theme was used since that is what the site uses currently. The same version was downloaded as is used currently
  • I saw some errors about missing fonts so I downloaded those next to bootstrap css
• fontawesome was downloaded from https://fontawesome.com/v4/. the same version as is currently used
• jquery was downloaded from https://code.jquery.com/. The version is newer than what is currently being used (3.7.1 vs. 3.1.1) but everything is working fine as far as I can tell.
