#LOC form of title, agent, description of Parts & Incompete Simplified Chinese Translation

@allista In order to create translation for this mod, I change title, agent and description in GameData/Hanger/Parts/ into #LOC form, and provide my own Simplified Chinese(zh-cn) translation.
I only provide normal hangars' zh-cn translation, translation of other content might be addressed in future PR if I have time.
I didn't change anything except for GameData/Hangar/ folder.
All changes is tested in my own game and no errors found.

Format

Indentations : 4 spaces
#LOC Format :

• #LOC_PartName_title and #LOC_PartName_description for all parts
• #LOC_Agent_name and #LOC_Agent_description for agent "AT Industries"
