Fix docs.rs failing build

• Bumps dependency of rand
  • NOTE: For this PR to move out of draft, we actually need to go to rand 0.10, which breaks os_rng, moving it to a different crate. Not gonna spend time fixing that until other packages are actually released though.
• Replaces bs58 with b58 (actively maintained 0 dependency option)
• Adds a github action to test the docs.rs build

NOTE::: This is a draft. Here are the dependencies that are still broken:

• tungstenite: depends on old sha1 and rand. Opened a PR: Update sha1 to version 0.11.0-rc.3 and rand to version 0.10.0-rc.6 snapview/tungstenite-rs#529
• const-oid: fixed in main, but waiting for release. Opened an issue: Release a new version of const_oid with doc_auto_cfg removal RustCrypto/formats#2162
• chrono: fixed in main, but waiting for release. Opened an issue: Release a new version of chrono with doc_auto_cfg removal chronotope/chrono#1764
• smol_str: fixed in main, but waiting for release. Opened an issue: Release a new version of smol_str with doc_auto_cfg removal rust-lang/rust-analyzer#21417
• data-encoding: opened PR here: Use doc_cfg instead of doc_auto_cfg ia0/data-encoding#150
• tower: fixed in main, but waiting for release. Someone else opened an issue: Could you please release a new version of tower with removed doc_auto_cfg feature? tower-rs/tower#845

Looks like the unit tests hang for whatever reason... will track that down once more dependencies actually run releases.
