Using a ndk available in the base image should considerably improve performance.

Superseded by #630: we henceforth use the Android NDK 29.0.14206865, included in the GH's Ubuntu 24.04 runner images (ref below), which we use in our GH actions as ubuntu-latest.
What do you think?
