<issue_description>This is a comprehensive plan for implementing a consumer Speech API so Extensions in VS Code can use the VS Speech Extension fron the Marketplace.

Copilot has already made an extensive plan. The Agent just need to implement it.

Also add unit tests following the example of the commmits from @bpasero when he implemented the existing SpeechAPI for Providers in the current vscode code base.
