The buster tag doesn't points to any proper repos anymore
This shouldn't be an issue as the publish part will skip if the release isn't published

CI/CD is currently using a
bustercontainer which uses repos that aren't available anymore.This fixes it by swapping the image used to
oldstablewhich should have what we need.
