I was looking into the BC7 oddness and made these changes.
However, I then finally found out what's up. At quality < 0.25f, error detection/fixing in block encoding is turned off.
The lack of correction causes the weirdness in AngelBoy's wings.
We'll set our default quality to 0.25 and try it out in Resonite to see how laggy that is for everything.
