Added a 'No results found' feedback row to the shared table template to improve user experience when searching or filtering. Updated both the base template and the shared JavaScript library to handle this row correctly.

This enhancement adds a dedicated feedback row to tables in `list_base.html` that appears when search or filter criteria yield no results.

Key improvements:
- Added `#noResultsRow` to `shared/list_base.html` with a clear, accessible message.
- Updated search logic in `list_base.html` to toggle the feedback row.
- Updated `table-functions.js` to support the feedback row and ensure it's excluded from data iteration loops.
- Used robust `style.display` management to ensure visibility regardless of CSS conflicts.

♿ Accessibility: Informs screen reader and visual users when a search returns no results, avoiding a confusing "empty void" state.
